Yes. You need to be registered at your current address, so you can vote locally. It's the local council that actually runs elections - keeping up the register, booking polling stations, printing papers and doing the count - so your new council (district council if you also have a county council) needs to know. There's no need to deregister where you were before - the local council there will undoubtedly work that out for themselves. You can register online https:// Of course you can move between countries within the UK! It's all the UK, and wherever you go, you just register at your new address in the same way. You're too late if there is a local election where you are on 4 May, and you have until 22 May to do it in time for the general election.

The states w/o the laws no longer have enough combined Electoral College votes to decide the Presidential elections. For example, CA lets imaginary people register to vote by mail and then vote by mail. Other no-ID states (such as NY) are almost as bad. THAT is also where the extra "3,000,000 votes" H. Clinton got came from. CA and NY could have let all 30 million illegal aliens vote and it would not have changed the result of the election.

The point of voter registration is to ensure that only people entitled to vote can vote, and they don't get away with voting more than once. For example, when I vote, I go to the polling station, give my name and address, the clerks tick my name off on the register and give me a ballot paper. (I'm British - we don't use voting machines, we use pencil and paper because it's best and it works.) If I tried to vote again at another polling station, they just wouldn't let me because my name isn't on their list. Now work it out for yourself! There are many countries in Europe where you don't have to register to vote, because you have to register where you live. Move house and you have to do that. But having done that, the authorities know about you and where you are, so there's no need for separate voter registration. It's only in countries that don't do that that you need to have registration just to vote. For example, as it's just had a general election, Germany - if you live there, you have to be registered at the local Einwohnermeldeamt. There is an American lady on youtube married to a German, they live in Germany, and she made a video about the German voting system. She couldn't vote because she's not a German citizen and the Einwohnermeldeamt knows that. But of course her husband could. This result in a lot of comments about voter registration where the Europeans in countries like this explained it just doesn't exist and the Americans failed to get it!
The Tory vote was up by 0.9% and the Labour vote was up up 2.5%. The Lib lost ground by 3.7%. The swing from the SNP to Labour was 0.1%, however the SNP vote was by 2.3%. The Scottish seats haven't changed hands at all, that is fact. But, that of course that being said, the Tory vote in Scotland has gone up, from 15.8% (369,388) in 2005 to 16.7% (412,855) in 2010. Part of the seat count is down to the current voting system of First Past The Post (FPTP) in the UK Election. Looking at the 2007 Scottish Parliament Vote (where the AMS system is used). for instance, the Tory vote was at 16.6% (0.1 % point below that of their 2010 vote) at 334,743 votes, with the List vote at 13.9% (284,005 votes) which gave the Tories 17 seats total out of 129 seats - far more representative of their vote count. Worth also noting that the Tory % of vote in Scotland was only a few % points behind the Lib Dems and SNP, in the 2010 General Election. Doing the maths, if a truly representative voting system was used, the Tories in Scotland should have got around 10 seats of Scotland's 59 - in the 2010 UK General Election.
