U.S. Senate to vote on advancing Trump transportation nominees

The U.S. Senate was set to vote on Monday to approve a senior Transportation Department nominee and advance another nomination, after Republicans accused Democrats of blocking some nominees to push for funding of a New York area infrastructure project. Senate Republicans have said their Democratic rivals were stalling a number of nominees over a dispute over funding for the $24 billion "Gateway Program," which includes building a new tunnel underneath New York’s Hudson River. At least eight other Transportation Department nominations are pending and other jobs vacant, including a top auto safety regulator.

One of my American relatives has told me she and many others didn’t want to vote for Trump but had to as there was no one else to vote for because they didn’t want to vote for Hillary Clinton. Is there less risk that my vote will be tampered with if I vote by mail/absentee? I've seen news articles that there was electronic tampering in the last US national election[1][2]. Some articles say the registration systems were tampered with--so people were marked as not registered or registered in the wrong precinct. While other articles raise questions about the security of electronic voting booths. Will my vote be safer, (less risk of tampering with my registration and ballot), if I cast an absentee ballot by mail?
Is “a vote for a third party is a vote for x” a valid argument? Quite often nowadays you see things like "a vote for a third party is a vote for Trump/Hillary" (depending on what side of the political spectrum you typically fall on). I understand the argument here....
