French court demands 40 million euro bail for Russian lawmaker

A French judge has ordered a prominent Russian businessman and lawmaker Suleiman Kerimov pay a 40 million euro (£35 million) bail for his release pending a tax fraud and money laundering investigation, a judicial source said on Wednesday. Kerimov was arrested on Nov. 20 in Nice on the French Riviera, prompting the Kremlin to intervene and say it would "do everything in our power to protect his lawful interests". Kerimov appeared before a judge for the bail hearing on Tuesday, the source said. 06-12-17

Bail is decided by the court as are the terms/conditions of the bail, some with with a monetary amount attached, many not , no bail is either yes or no and there are no bail bondsmen as they are illegal in the UK.

This is legal, but it is not actually what bounty hunters do. Bounty hunters in the real world almost exclusively do bail enforcement for bail bondsman. Basically, in the USA (most other countries don't allow this), if you are charged with a crime and can't afford the bail, you can hire a bail bondsman to put the bail money up for you, in return for a fee. So for instance, if your bail was, say, $10 000, and you can't afford that, you might make a deal with the bondsman where you pay him $1000, and he pays your $10 000 bail for you. If you then show up for court, the $10 000 is refunded to the bondsman (he also keeps his $1000 fee). The catch is that if you hire the bondsman and then don't show up for court, the bondsman loses out. As such, the contract with the bondsman includes a term saying that if you don't show up for court, the bondsman can send a bounty hunter to track you down, and that's what they do. Now it is true that the FBI and some other agencies do offer financial rewards for providing information that leads to apprehension of fugitives, but bounty hunters don't directly hunt these people down. There usually are only a small number of people for whom rewards are being offered at any one time, and most of these are extremely high-level targets (major terrorists, high-ranking drug traffickers, and so forth), which are often beyond the capability of single individuals to track down.
